Phenoxyethanol is a widely used cosmetic preservative. The EU’s Scientific Committee on Consumer Safety (SCCS) considers it safe at concentrations up to 1%.

What is it?

Phenoxyethanol is a glycol ether used as a preservative in cosmetics, skincare, and personal care products. It prevents the growth of bacteria and fungi, extending product shelf life. It’s found naturally in green tea but is typically synthesised for commercial use.

Where is it found?

Moisturisers, serums, sunscreens, shampoos, baby wipes, makeup, and virtually every water-based cosmetic. It became popular as an alternative to parabens when consumer concern about parabens grew.

EU regulation

Listed in Annex V of the EU Cosmetics Regulation (EC No 1223/2009) as a permitted preservative with a maximum concentration of 1%. The SCCS reaffirmed its safety in 2016. No restrictions on product types.

Should you worry?

For most adults, phenoxyethanol at regulated concentrations is considered safe. Some studies suggest potential sensitivity in very young infants, which is why France’s ANSM recommended avoiding it in products for children under 3 — though this is not an EU-wide ban.
